The areas of Toongabbie, Glengarry and Cowwarr have a current applicaton in place for a licence to explore for coal resources. This includes mining of, and drilling for Coal Seam Gas. Unfortunately, we have to write letters of objection to Department of Primary Industry to prevent this otherwise it is open slather.

Our area is classified as outside the Latrobe Valley exemption area so any company who wants to access unallocated coal reserves can gain access by applying for an exploration or mining licence over available ground. An exploration licence provides a company with the right to search for or appraise brown coal resources in a specified area for a certain period of time. If exploration is successful, the company can apply for a mining licence which provides the right to extract and process the coal for commercial purposes subject to first obtaining the necessary approvals. Licences are issued on a ‘first come first served’ basis, subject to meeting the legislative requirements. Both exploration and mining licences must provide a work plan when undertaking any work. Work plans are developed in consultation with the Victorian Government’s Department of Primary Industries (DPI) which may include a rehabilitation plan, environmental management plan, an occupational health and safety plan and a community engagement plan.
Following the grant of a mining licence, companies will need a Victorian Government work authority to commence operations and mine the coal. In order to obtain a work authority, companies must:
