The Upper House inquiry into coal seam gas (CSG) has given a Manning group opposed to the industry, the go-ahead to make a second submission to the inquiry.
The Manning Alliance will respond to submissions from the industry and the New South Wales Government.
Chairman Peter Epov says there is concern the state's submission lacked independence.
He says the group has until November 22 to make the new submission.
"We've certainly invited people within the community to give us suggestions," he said.
"To make recommendations and identify areas that are of concern to them which they would like to have included in our next submission.
