1. If Muswellbrook Shire Council give permission a former winery site at 1050 Rosemount Road will become a storage and distribution facility for ammonium nitrate (AN).
2. Orica has entered into agreement with the owner, Upper Hunter Investment, to lease the site, last sold in early 2011.
3. A maximum of 2000 tonnes of ammonium nitrate will be stored at any time, which is less than 2 per cent of the amount used by Orica in the Hunter Valley. It would be the first Orica AN storage site in NSW outside of Newcastle.
4. The AN would be stored and transported as prill, like a white ball bearing, in 20-foot shipping containers containing 20 tonnes or in 1.1 tonne bulka bags. Containers would not be opened at the site but the bags would be opened and the prill poured into trucks and covered for transport out.
5. The enclosed building would contain areas for contaminated prill spilt from bags and a store for split bags. A 30 centimetre high concrete wall would surround it to prevent water flowing in or out.
6. Security on the site would include fencing and closed circuit cameras with motion detectors.
