One of the world's leading clean coal experts wrote to then-prime minister Kevin Rudd warning that his multi-million dollar Global Carbon Capture and Storage Institute was a mistake, an ABC investigation has confirmed.
The institute, which is 99 per cent funded by Australian taxpayers, has spent $37 million on projects around the world - including almost $13 million on United States projects that are run by foreign corporations, each with billions of dollars in assets and annual revenue.
But the institute has been accused of wasting money, failing to make a significant impact and being irrelevant, and all three American projects have been scrapped or are on hold.
