On Tuesday night, the council voted to refuse an application from Metgasco to do seismic data-collection work on council-owned land in the Rock Valley area.
Mayor Jenny Dowell says the decision was made even though the council had legal advice saying it had no rights of refusal.
"Our advice is that we can't stop it completely and so the ball is now back with Metgasco," she said.
"If they wish to take it to a higher court and overrule council's refusal, that's up to them.
"But at this stage we feel that we want to say, 'we don't want it here on our road reserves or our council-controlled, administered land'.
"So that's what it means, we can't stop it, we are not the authority that can absolutely stop this but we can say we don't want it."
