The Coalition went to last year's state election promising to strike a ''balance'' between the competing interests of mining companies, farmers and environment groups over land use in NSW.
Previous governments had let a patchwork quilt of exploration licences for mining and gas drilling to cover virtually every productive hectare of the state.
