Concerns have been raised about preliminary plans for a major coal mine on the Liverpool Plains.
Shenhua Watermark wants to build an open cut mine which will operate for up to 30 years at Breeza.
Its preliminary environmental assessment maps out the mine's land use for its lifespan and states it poses a 'high' risk to ground and surface water.
Claims the proposal is being fast tracked have been dismissed by the Department of Planning, saying the final plans will be submitted after the Namoi Water Study's completed next March.
Shenhua has defended its planning process.
The Project Director Joe Clayton says the details in the preliminary environmental assessment are not set in stone and may change.
